Maybe as a layer over card woven areas or a fine steel mesh base? I saw it being used on The Repair Shop and a particular type I have found is available in a 25m x1m) metre roll for around £12. https://www.preservationequipment.com/Catalogue/Conservation-Materials/Other-Materials/Reemay I envisage using it after application to the base, with a well diluted but nice and gloopy glue mix so it becomes fairly rigid ready for the top treatment.
