Peco Products PL-28 Switch Mounting Plates

I am thinking of using Peco PL-26 Point Control Switches and it says to use a PL-28 Switch Mounting Plates.

 

Do you create a slot in the panel and the PL26 slides in to the PL-28 or does the PL-28 fit over the PL-26 to hold it in place?

And what size in mm is a PL-28 - need to know if I can get 11 in a row

 

I was going to use Fleischmann Switches but the Panel is only just bigger than A4 and I have 11 points to control

I just decided to order some of the plates and switches and just mess around as I will need them later.
