3mm : 1 ft scale is 1:101.6.  That's not far off 1:100, which is a common architectural scale

These aren't marketed to railway modellers as TT, but would be suitable for a 3mm scale layout. 

 

Note however that there is a difference between 3mm scale (ie 1:101.6 - the old TT3 and 3mm fine-scale) and the 'new' TT:120 (1:120) being promoted by Hornby and Peco and for which there will no doubt be eastern European figures available, where this scale already has a significant following.  I'm sure that more UK 1:120 scale figures will become available over time, if this scale takes off in the UK.

Top quality:  Modelu

Good enough in most cases: Preiser 1:100

OK for crowd scenes:  Cheap stuff from China off the eBay or similar

 

I wouldn't recommend suppliers to architectural practices. The range is not wide, the figures bland - their purpose after all is to give a scale to the architects' proposal - and they are expensive as the people they are sold too are not going to quibble over a few quid on a multi-million pound contract.

 

A word of warning regarding internet suppliers. Most have a very loosey-goosey grasp of scale. 1:100 can be anything from HO to 1:100, or smaller if the vendor hasn't heard of the term "TT". The quality can also be very variable, but they are dirt cheap so it may be worth it to suck it and see. There's no point recommending a supplier though, they change from week to week.
