IIRC he also says on his retainer he expects there to be a layout, or something along those lines. The real question is though, if you had $1m, what layout would you build (excluding the cost of the venue)? Well that's a question. I'd be inclined to look at a massive Pennsylvania RR layout, circa 1949, that ran from Pittsburgh to Philadelphia.
