Down by the Riverside

Scanning through some old negatives, I came across this long forgotten photo of Tilbury Riverside from August 1975.  At that time, the 31/0 ("Toffee Apples") were fairly common on the LTS section, but I'm intrigued by the train the background: 31010 heading a train of blue and grey Mk I full brakes.

 

I'd be interested to find out a little more about this working.  Most likely it is a parcels or newpaper train, but where did it originate?  I cannot frame a mental image of loco-hauled traffic out of Fenchurch Street, so I would infer it started from Liverpool Street, crossing away from the GE section at Forest Gate.
