It's in London Underground colours so likely to be for moving underground trains over the BR network, either new from Derby or Washwood Heath or For refurbishment at RFS Doncaster back in the 1990s. IIRC there were also a pair of similar brake vans in RFS grey for these duties. I think they were often RFD class 37s on these workings.

I saw one in Dover Town yard in the early 1990s; I suspect that, when no LT movements were planned, they were used with the small pool of RfD vans on trains conveying dangerous goods.

The photo of it (B954753) on Paul Bartletts site is taken at Dover 10/5/92.

Was there an occasional  Speedlink / Enterprise flow of hazardous goods that required a brake van to be provided?

Quite a few of the services serving the Train-Ferry required a van on a regular basis- traffics involved included phosphorus, various other chemicals, and nuclear flasks. A regular poster on here used to be responsible for these services, and might be able to give more details.

It is indeed painted in London underground livery, as said above, they were used on tube stock moves. Have searched for a few photographs:

Although the brake van in this pic isn't in the same livery, this is the sort of working the livery was applied for.

 

The livery was also applied to the barrier vans (VDA? REA?), this photo the second van is in the LU livery (albeit faded)

Similar example, B954673, rather faded at St.Blazey, Cornwall. Far from the tube network!!
