Quote from EBay

We’re introducing a small number of changes to our fees for sellers on eBay.co.uk from 14 August 2014.

What's changing?

Simpler fees for some optional listing upgrades

Instead of paying different fees based on your listing duration, you’ll now just pay a flat rate fee, no matter how you choose to list- auction, 3-10 day Buy it now, 30-day Buy it now, or Good Til Cancelled formats.

Optional listing upgrade New price per listing Gallery Plus* £2.50 Adding Buy it now to auctions £0.50 Subtitle £1.00 Listing designer** £0.30

*Gallery Plus is already free if you sell in Fashion, Motors, Home and Garden or Pet Supplies. We’re not changing this.

**Listing Designer will remain free for all selling tools.

Updated fee for setting a reserve price for your auctions

When you set a reserve price for your auction, you currently pay a fee of 3.5% of the reserve price you set. From 14 August, we’re changing this to 4%. You’ll still never pay a fee more than £150 per item.

New policy around early ended auctions

As announced earlier this year, if you end an auction early after it has been listed for more than 24 hours and buyers have already placed bids, you will be charged a fee. This fee is the same as a final value fee, based on the highest bid price when you ended the auction.

We’ve previously waived this fee for your first early ended auction with bids every calendar year. We’re now revising this so that instead, we’ll waive the fee for any auctions cancelled within 24 hours of listing. This is regardless of whether your auction has received bids. We’re doing this because we realise sometimes you might need to take down an auction you’ve listed.

We’ll also still waive the fee if we have to end your auction early for any reason.

Does this affect the 20 free listings per month ?

Adding Buy it Now always used to cost 40p extra before the change in fees to 20 free listings a month

I believe they are now an optional upgrade

See here

Go down to the bottom of where it says free listings theres a hidden part for extra optional upgrades.
