No loco movement - Sprog 3

I have been trying a Sprog 3 version 2.5 and Decoder Pro 3 version 3.10.1r28327 running on Windows XP. Tried a loco and it worked once. All correctly set up, COM port, test track power turned on, etc. When the system powered on again:

 

-  Sound and lights worked but no movement. Wheels twitch as chip is read

 

- Tried another loco. Returned an address but the software could not identify the chip. No movement when that address activated in a throttle

 

- Tried another chip connected to a motor as a test – software identified chip and address but no movement when that address activated in a throttle. Wheels twitch as chip is read

 

I installed the same software setup on a Windows 7 machine. Same result. A loco worked once but then no movement ever again even though lights and sound on a loco worked. Again, all correctly set up again – test track power turned on, etc. All locos work fine on DC.

 

I would be grateful for any suggestions.
