Simon, not 100% correct I think.   Certainly you are correct that as a new  railway, Cross rail must comply with the interoperability directive and the TSI's that go with it. In the case of command and control (ie signalling) that means ETCS. Compliance with any of the versions is enough to satisfy the regulations. A derogation is required only if you are not compliant in whole or part with the TSI.   The ETCS level that you choose is dictated by the operating requirements. M
