      They might be, but I would question the supply wires/voltage or the meter you were measuring them with first.

       

       

      What are you using them for?

      Led lighting, meter is calibrated wires and voltage seem fine.

      Did the meter read "OL" when you measured a resister?

       

      Is the polarity right? Try turning one of the LEDs around.
