Why do Sheffielders use the word Dam to refer to the water not the wall thing holidng it back?

Not just in Sheffield - some dictionaries have it also as for the body of water held back by the wall. See also the folk song Two Sisters/Twa Sisters/Minorie (various versions) for drowning* in the miller's dam.
*It's a rare folk song where nobody dies!
