Quite easy, pay per mile using the millions of cameras, black boxes etc. Tech is up to the job and in Greater London etc, ready to go. Different rates for different vehicles, time of day, amount of congestion, colour of underpants etc !!

Shades of the old Manchester, Sheffield & Lincolnshire railway - The MS&L, "Money sunk and lost" - Later became The Great Central and built an uneconomic but grandly engineered line down to Londinium -- Deja Vu!!!!

Manchester Central, which once hosted Great Central express trains from Liverpool Central, they reversed here, went across Woodhead to Sheffield then down to Marlylebone via
HS2The Great Central London extension line.Would have made a nice HS2 station.
The Peak below is no doubt on a Midland line Marylebone to Manchester train.
The Midland Pullman - Went from Manchester Central via Peak Forest, Derby & The Midland main line to St Pancras.
Closed around 1968 ish
There was a GC / LNER / BR service to here (untill 1964) from Wigan Central via Glazebrook & Irlam. 2-6-4 tank and 5 suburban coaches usually I just about remember.
All closed by our wonderful politicians, though the trainshed at Central was saved, now GMEX. Infested with lice at the moment !!

A way to go would be to build Phase 1 from Euston to Curzon Street, and then look to connect HS2 with the WCML around the south of Crewe
Might not be the perfect solution, but it would allow faster services from Birmingham / Manchester / Liverpool / The North West and Scotland.Yes ££££££££ but lots of areas "up here" would benefit. Sorry Yorkshire, God put you lot on the wrong side of the Pennines !!

I remember a few years ago when the new Wigan Springs Branch depot was in planning.
An Initial Preliminary Ecological Appraisal (PEA) was carried out.

The survey identified protected sites in close proximity to the surveyed area, ponds in the surrounding area with existing records of great crested newts, several invasive non-native plant species listed on Schedule 9 of the Wildlife and Countryside Act 1981 and structures with features suitable to support roosting bats. Abundant nesting habitat and suitable reptile habitat was also identified throughout the surveyed area.
I believe a new species of hooded monkey was also discovered, named Cercopithecidae Scallywagus !!!!!!!

Interesting article below explaining where a lot of HS2 money is going (rightly or wrongly I don't know but certainly not into land, infrastructure, track or rolling stock. Sign of the times.

Look at the cut, very straight, tree marked in white first, seems a professional job to me. More than one 16 year old involved.
Can a mature similar tree be transplanted to here ?

This is how they built the Great Central railway London extension. Just used the land that was required. Steam shovels and sweat.

Andy Burnham was introducing it in Greater manchester, Cameras already up (one near my house). Was intended for vans / lorries / buses at first - Thin end of the wedge. It is now on "indefinite hold" here - whatever that means.
