Question. What is the speed limit for cycles on pavements?

The last sentence above covers it. 'Legally' bicycles should be ridden on the road, not the pavement, although that never seems to be enforced.

Over Bikes ride the wrong way on roads without lights at night! Cops never do anything and the motorist will always be in the wrong.

Not quite, as a cyclist you should not a) be riding on the pavement unless you have a valid reasonable excuse and b0 should have lights on it. Here in Hampshire we do have The Cycle Defect Rectification Scheme which means police can issue FPN
