Differences between a class 25/2 and a class 25/3

To the best of my knowledge, the main differences were in the electrical equipment. This being an internal difference means there is no reason why you couldn't renumber a Bachmann loco of the right body style. There were six of the 25/2 batch that had steam heating boilers fitted (Bachmann did model one of these a few years ago), so carried the extra water tank on the underframes, whereas no 25/3s had these fittings.

The best advice is to try to find photos of the real ones to work to as there were myriads of small detail differences between individual locomotives.

Strictly speaking, there were 'old' body 25/2s and 'new' 25/2s , while 25/3s were all 'new' body.

 

'New' body 25s were pretty much the same externally (barring the ScR tablet-recessed ones, many of which later has the recesses plated up to become visually identical to standard), though in later years (1970s onwards?) a fair number had the whole bodyside boiler grille (#2 end) removed and plated flush.

 

But to answer the OP's question, either of those Bachmann RTR releases would be good for renumbering to 25190.
