Identification of Van (or Coach) in 1966 Departmental Train please

A breakdown/re-railing tool van with the body cut back slightly at each end to provide a flat platform? The nearest end has a couple of girders coming out at roof level, presumably to enable a chain hoist to be used to lift kit in/out.
