They only had centre box 37's allocated hence why no split box locos ever had them. Some 37's also had a headboard bracket but it was the standard lamp iron design https://www.flickr.com/photos/24292321@N02/2366719787/in/photolist-e7PrJ8-aJQchB-nNm8b3-e7PrNX-dNwVNk-4B94kz That was what they were used for on some locos for but it was not what they were originally provided for - they were a standard fitting from new on D10XX & D70XX locos, and on D68XX locos delivered new to the WR, and they were - as Nick G accurately stated in Post No.3 - headboard brackets (and they predated the use of fixed beam headlamps on the Central Wales Line by several years). They were intended for a new pattern of headboards although the only photos showing them of which I'm aware were various experimental versions on a D10XX but they were never used in traffic (unless someone knows different?). The reason they were used for the Central Wales Line headlamps was very simple - they were there and were much higher than even the D68XX lamp irons.
