Well my friend had a small shop at the time & was not making a lot of money - if you had been in her position would you have "taken on" Trading Standards bearing in mind her limited resourses & the almost unlimited resourses of a Local Authority ? What you have to realise that the costs of any legal action instigated by a Trading Standards Office does not come out of their pockets although they are (sort of) accountable to others further up the food chain & of course the puiblic.
