Roughing up a decal

Does the use of a fibreglass ‘scratch brush’ on a decal mark the plastic surface the decal is on ? I don’t want to remove the decal completely, just take it from this (the “PC” on the engine on the left)

Alternatively, you could try dry brushing over the decal with body colour.
