4 wheeler Coach identification please

This photo came to me labelled as Cambrian. It's photographed on Cambrian track, certainly, but it is not a Cambrian vehicle. Over to you GW experts. It's number appearas to be x131x the last maybe a 3, 6 or an 8.

 

Might it be Dia S18 No. 1313? If so, this is part of the the Tanat valley set of the late 40s, along with E40 No. 7248 on the right.

It's got to be an 'S' diagram coach.  The distinctive door top shape suggests diagrams S16 to S21. It can't be S16 (4 compartment) or S20/21 (wrong roof section) which leaves S17-19.

 

The only number includes 131 is S18 number 1313.

I'm therefore puzzled as to why these carriages of late 1880s - mid 1890s build bear his name?

The Tanat Valley line seems to have retained several 4-wheelers until c1950. I am not quite sure why as the brakes had been bogie vehicles for some time. The policy to retain them must have been deliberate as 1313 was repainted all-over brown at a relatively late date pre-nationalisation.
