They do a huge range and seem to be rolling out new stuff all the time. I have painted a fair few in 25/28mm wargames figures - 'an impression of tartan' would be the best I could acheive! To avoid any confusion, given the way this photo has magnified this figure massively, the wargaming 25/28mm is the figure height, nominally to the top of a bare head, not 25/28mm to the foot, as in model railway 4mm scale. If you're looking for modern(ish) every day Highland dress (ie kilt with jacket and tie) the Airfix/Dapol lineside sets are amenable to being cross-kitted by chopping heads and limbs off and re-arranging. It strikes me that the legs off the 8th Army soldiers with the top half of some Airfix/Dapol commuters and some Milliput kilts might work. I bet the 8th Army are polythene though.
