Perhaps it doesn't need it - on the Underground we run the Track Recording Vehicle (TRV) on the Victoria Line in cancelled engineering hours as the only train on the line. This is because it is not fitted with either Victoria Line signalling system. The NMT could do the same on CTRL - a night time run as sole train on the line.
