Using copydex as ballast glue?

In his book "An Approach to Building Finescale Track in 4mm", Iain Rice covers this very issue. Basically, the motor and moving parts of the locomotives and rolling stock vibrate when the train is in motion. If everything is set solid, then this vibration is transferred through the track and the trackbed such that whole baseboard will resonate. However, if you can decouple the track from the baseboard then you will reduce the transfer of noise and stop the baseboard acting like an amplifier.

 

The idea of using cork or foam underlay to reduce noise is to create this acoustic barrier between the track and the baseboard. However, any acoustic benefits are then lost if the ballast is fixed with PVA or similar glue that sets rock hard and therefore creates a solid mass such that the vibration is transferred to the baseboard via the rock hard ballast shoulder. Since a latex glue doesn't set solid and remains flexible, it allows the underlay to operate more effectively as an acoustic barrier.
