I happen to have a Roche drawing of the M7 for 4mm scale. Scaling off the largest vertical dimension on the drawing (overall height) it is printed approximately 1% oversize in this dimension. So I reckon the measured 19.2mm over cladding, represents a diameter of 4'9".

Not a bad estimate: it's actually 4' 9½", as per the original construction drawings from Eastleigh.

As a matter of interest, the GA drawings are in the back of Don Bradley's book from Wild Swan 'An Illustrated History of LSWR Locomotives: the Drummond Classes', an absolute 'must' for anyone building models of such locos.
