Trackpass (my company) do some 1/43/7mm motorsport figures  that also do OK for modern layouts  ,Some are sold by Dart .I also make a few 1/48 figs for O /On30 type layouts .they also.

The Slaters figures are a bit small and spindly for use out on the layout but are cheap and a good way of populating your coaches.

Some of the Preiser range are excellent and freely available in the US.

 

You will not do better than the amusingly named Chinese company Wehonest though

They are a bit basic but are without doubt the best value for populating a train. They need a waft of Matt varnish to tone them down and bingo.
