I originally thought it may have been ex NB but the E prefix would suggest that it is North Eastern or other pre grouping from down south east. The 97XXX number confirms that it was transfer to the engineers before nationalisation and so it has goods stock number. I don't think any goods stock had 'Sc' prefixes.
