My understanding is that the notches are to clear the third rail and that the yellow edging calls out that the pilot is indeed notched... Right at the begining there is a prototypical "Short" run-round loop, and a paved "access road" crossing both tracks - so despite what we are told, they do exist! Surprised nobody has mentioned this large facility is the Hunts Point Terminal Market, which supplies a lot of the fresh produce and other food stuff for New York City.
