Although arduous, ballasting and ground cover really helps a layout-under-construction look much more complete than it is, as your forecourt already shows. The staircase idea sounds good if you can pull it off; alternatively, you could model it in disrepair, construction or renovation, so most of the treads are missing or stacked up somewhere nearby.
