Why?

… especially when you pay through the nose to travel by train, in the first place.

When I was commuting, I really hated it when there was any mention of "bustitution" - especially when too few buses were ordered - and there was never any guarantee of when, or if, said buses might actually appear.

Bustitution! I like that term!
