It is fairly clear from the Network Rail camera, that concrete was delivered overnight - note black plastic tube

Looking on Dawlish beach camera, there now appears to be a new slope down to the beach complete with temporary hand rail?

Watching the camera for the last few days there doesn't seem to be much going on in terms of finishing off the raising, or is that a false impression?

I heard a steamer go through about 13:50 today but didn't catch the video & it doesn't appear to be on realtime?

Was recently down Dawlish Warren & saw the seawall parapet joints where the rock armour is, And seeing them use mastic & smoothing it out with a piece of white plastic tubing

And not just that - they are from postcards which are over 100 years old and therefore well out of copyright by any measure (although the photographer might have lived to be a very old man of course which could impinge on one interpretation if he retained the copyright and lived beyond 1945). But as far as 'public utterance' of the pictures is concerned they're well clear as that is 70 years from date of publication (or did they go in for very old photos in 1950s first issued photos in Dawlish?).
whilst you are of course correct on the 70 year rule, there are plenty of "people" who republish old postcards and then claim the copyright.

Whilst it is clear there is still much work to be done in phase 2, are there any plans for a phase 3 to improve resilience, e,g. Canadian Railway style covers (mini tunnels) west of Dawlish?

Looks like a new power distribution scheme has been installed overnight with two 16 amp sockets behind each lighting position.
If NR could leave this in place after the work is finished, maybe Dawlish Council could arrange a new weekly market* along the elevated sea wall, and the lights would be useful for walking the sea wall after dark ?
* if you've never been to Dawlish in season, you won't necessarily know that car boots and markets are very popular

Today is the first anniversary of the big storms, certainly the anniversary of the first 'morning after'.
There is an event taking place in/around Dawlish station today, and BBC Spotlight will be filming, amongst others.
I think NR have been very smart, just getting on with second phase of strengthening, which I suggest weakens the case for an alternative route. No doubt some will disagree.
Will there be a third phase: maybe putting Dawlish station partly into a concrete box...

Activity on the tracks tonight looks on DB cam as if the concrete delivery pipe is being worked on across the track
Looking on the DB camera, I would suggest a second pipe has been run under both tracks, complementing the first pipe carrying concrete..

MY CONJECTURE
Judging by past experience, just temporary for the workmens benefit & the residents
( less floodlights pouring into bedrooms for week/months on end)
when the Dawlish Station footbridge roof was damaged early summer,
the contractor installed custom bent stainless steel handrail around the curve of the walkway where they were working
BUT when they finished they removed it
While it would have been a good safety feature on that corner permanently,
it has been heard, everything other than approved major works have to returned to "as it was"
Also the mounting boards would not comply with regs
and safety rails would have to be put in front to avoid pushchairs, wheel chairs, etc., causing damage to them,
or ripping them off the wall leaving bare wire exposed

viewers of Dawlish Beach Cam will note that a temporary wire fence is in place now on the walkaway up to where it starts to slope down.
If you walk the seawall after the Red Rock Cafe and look carefully at the path it is clear there used to be some sort of fence at that end years ago because you can see where the posts were. Anybody remember it?

And thanks for the explanation CK, I hope time and tide will be on the teams hands if and when they can face the new concrete wall with masonry - will be fantastic to see the finished product hopefully not resembling the (to me) sad reconstruction of the former Aller Junction area just up the line. I'd forgotten that once faced, it'll match the rest of the sea walls profile. Good luck to the team!

Just so happened that I was on Coastguard/old lifeboat house foot bridge today
when visible activity was occuring
a pontoon was moored on the large orange buoy, with 2 precast concrete units on board
Then the tug Boojum Bay hove into sight with 2 more units on board
one with an insert, one without
unloading first unit
dropping it down on Seariser 4's deck
landing the second unit
Then having swapped one blue container on the pontoon
for one on Seariser 4 (? storage tanks for Portaloos????)
they took that pontoon out to the mooring
& brought the other pontoon back alongside
lifting 3rd Unit
With day boat leading Boojum Bay takes the 2 pontoons back to Teignmouth docks
Amco guy said they would be running concrete on Monday
And what a pleasant afternoon, hardly any breeze, lovely warm sun, calm seas

What's been decided about how to get the concrete pumped to site? will there be a scaffold bridge over the line?

Observed on Dawlish Beach cam, at 12:30 today a barge arrived at the cranes with at least one concrete L section on.
Not sure I am allowed to do a screen print of this site?
Why are they being brought by barge, why not overnight on the Down line to Dawlish?

Barge in new position, crane in use
No more concreting to be done till next sat
due to neap tides not allowing access along the beach
Please excuse my ignorance, but how did the crane move itself?

At 8pm GMT this Thursday night, if you live in the UK, TV Channel 5 start a second series of First Great Western, with the Dawlish incident a main item.
One report suggests they were actually filming when the "duty officer" received the black warning: "we've never had one of those before"...
