hates it when you come across a selfish dog walker who doesn't believe he should tidy up after his dog, and then when it's pointed out by a passer by (me) he has the cheek to say, "You're a spy!"
Some councils promote the idea of "ratting" on antisocial dog walkers, could be going on in the district. Depending on the appearance of owner/breed of dog, I'd have got my phone out and pretended to take a picture....
Its an offence in some places and not others. Cotswold District has a ban but dogs can **** in the gutter with impunity on roads with a 40 MPH + limit in most areas
