I seem to have found a solution to this. A friend of mine has one and we ended up fitting some foam under a single axle on the trailing car. A bit of fiddling to find the right size and no more surging. The friction seems to provide enough dampening, without locking up the axle.
It was tested on a long gradient & no hint of surging, previously it surged on both DC & DCC, the latter had tests done by modifying the CV's made little noticeable difference.
I'm going to his place tonight, so will give an update.
