Maybe, it is for a working surface area, once the curved setting out,is complete, and filled with concrete, creating a wall, there may well be more added for height differences,you can see at the moment. Don't forget, up to where that yellow spray paint marker is, they consider this solid ground. We can only watch developments,day by day. The base underneath seemed pretty thin and I see they're laying the rebar on timbers which extend right up to the shuttering so they will rot and water will get underneath plus the first bit already laid will only have a flush joint with the second bit allowing another place for water to seep in. No doubt the 'wall' around the vertical rebar will probably be cast in one piece to hold it all together but it doesn't strike me as a particularly solid/sound construction method for use next to the vibration of a railway line and the onslaught of the sea.
