The cylinder is filled in 1 to 3 stages, 

Then the chute is shortened,before the next fill.

This is the first stage,with the longest chute.

When the wire cages were lying on the ground, the little yellow bits on the wire reinforcements looked rather like ties to bind the wires together  ....   but in the #1428 shots, it now looks more like they are spacers to keep the reinforcement wire central, before the concrete sets.

Look J, Am the bloke who only take's preposterously photos,for you to squint at, because,you only get see,my out of focus one's.

I am reliable informed, they could be also used for, wrist's and ankle's, half way through the first concrete pour. :triniti:

After the first load of concrete was filled in another cylinder,on the far left.

I reckon this enlargement proves your point about spacers (the reinforcement cages won't need tying; rather like rainwater downcomers, they have a female/male joint - guided by your yellow spacers)

This set generates more qvestions - wots the red cage bit of kit full of tubes for? It looks like a multiple concrete rocket launcher.

What is beginning to interest me is the central pile in the groups of 5.  Is it just there as part of the test process or does it have a permanent purpose standing that bit higher than the other four and without any rebar coming out of it?  Or is it going to get the top ground off to reduce it level with the ground and to recover the tube which appears to still be in place around it?  Definitely a thing to watch I think.
