Daverail01
This question has also appeared on a Facebook page. I believe that the fitting was the fixing points for a Cab sheet/tarpaulin for when the loco was on Snowplough duties, the eye bolts were for tying the sheet down. If you look at photos of other "S&C based" locos (Carlisle Kingmoor or Skipton) you will see a similar fitment on some of them.

Many thanks - that would seem to be one of the most convincing explanations so far. Does anyone have pictures of any of the other locos so fitted? Bonus points if actually on snowplough work! Norton961
The tender is neither a welded or riveted one, but a part welded one, rivets at the bottom half and welded the top half (with the exception of a couple of rows of vertical rivets near the top). These tenders could be fitted with either roller bearing or plain bearing axle boxes. David
