Scam or just an error?

A neighbour redelivered a small envelope with my name on but their address, open it up to find a piece of cardboard  folded over a Pokemon card still sealed in it's cellophane wrapper. There is a return address on the envelope but nothing else and it was sent signed for at some cost, a quick Ebay check shows a value upto £40!

Obviously it wasn't "signed for" under the current circumstances, so is this a seller c××× up or some sort off scam. I intend to return the card, but at standard postage. 

Finally £40!!! I remember binning my sons Pokemon stuff years ago.

Have you bought anything recently - look for sold items that match what you have received and see if the seller is the same as you have bought from. I've had that a few times when the wrong thing has been sent to me.
