I think Departmental locos were painted in plain Railfreight grey, later relieved with a yellow upper bodyside stripe in a colour that became known as "CE Dutch". I have also seen some "Dutch" vehicles with what appears to be a much paler shade of grey; but I am not sure if this is because their original paint faded, or a lighter shade was used in the first instance. cheers Ben A.
