I was assuming that Pan Am had a fair bit of snow to dea with when I saw my friend who has just moved to Boston's pics on Facebook. I'm assuming they don't drive from the cabin on the ploughs? Something like this will do what you are looking for (just turn on/off lights, no motor functions) and more: http://www.digitrax.com/products/function-decoders/tl1/ although I am sure there are other manufacturers equivalents out there - not being sure what is available over there I'm sure your local DCC specialist will be able to advise. However I have not yet found a way to do directional working headlights, only on or off etc, If you do want directional lights then best to use a cheap loco decoder and put a load on it when programming eg a resistor (not sure what value) or a loco motor on the motor wires.
