255 often means the decoder isn't being seen by the programmer.

Are the wheels clean and the track clean? Are you certain the model has a decoder installed?

 

If you are trying to read CVs from the dummy car you won't usually be able to as the decoder needs to have a load connected to the motor output of the decoder. In the powered car the load is provided by the motor itself.

A CV reading of 255 means it isn't reading anything. There is no connection between the controller and chip ( most likely) or a faulty chip/controller ( least likely ).

 

If the pendo is on the track , short circuit the rails temporarily ( with a coin etc) and if the controller indicates a short circuit , the fault is in the pendo or pickups/ wiring etc.

 

If there is no indication of a short circuit , its in the controller or wiring to track.

Get yourself a metre of track and temporarily wire it to the controller with pendo placed on it, does it work now?

Check the wiring inside the pendo , particularly see that the motor is connected. If there is nothing obvious , remove the plug/chip and replace with blanking plug, then check it works on DC ( A 9V battery is useful , if you dont have a controller)- try another chip if it works on DC

Well , You're into the realms of swopping the chip with another ( should 8 pin type ) or doing a thorough check of the wiring inside the power car. There are edge wiring connectors, bits of plastic that hold wires in holes along the edge of the PCB, that would be next suggestion to check, or take it to a model club or local shop....
