What was this wagon?

I saw the wagon in the photo below at South Newsham on the Blyth and Tyne on 23rd August 1993.

 

Despite the taillamp it was being propelled at the time!

 

My notes say "weedkilling?", I think there was a mention of it in a magazine at the time, but cannot be sure - probably Rail.

 

Sorry for the poor quality, it was a very dull day.

 

Does anyone know what it is?

You'r probably right about weedkiller, the protective clothing a probable clue.

ex SPA wagon in Railfreight coal livery. Probably for doing sidings and crooks & nannys where the main weedkiller train can't get to. Not used yet by the lack of weathering !
