      Depends on the train operator but you are allowed to talk in the Quiet Zone on FGW for example - but obviously not go mad about it (but then that applies in the rest of the train anyway according to the Byelaws).

My brother was born without his left arm, he trained as an electrician and he's now the international electrical specialist for the company we both work for.
