I think activity just goes in fits and starts. I listed something at a level I've sold at before and after 2 weeks had 100 views but only 6 watching, which is a fairly poor ratio and I thought it might not sell. Then last weekend, out of the blue, I had 3 different offers and someone bought it at full price, all in the space of 2 hours.

I am in no rush to sell the 5 / 6 items I have, so am waiting for a £1 max fees.

Strangely, it seems different people get different promotions at different times...

Not for me.
Unless they've put the promo on and not messaged me / put it on the app "home" screen like usual.

 

This is what I mean, different promotions for different people at different times.

Ebay do say these offers are only to those people they've sent the offer to.  For historical reasons I have two accounts, and I have sometimes had one of these cheap listing weekends one one account and not the other - I dont know what basis they use for this decision.
