It is a preserved Class E18 or E19 (more likely to be the former) of the Deutsche Reichsbahn, which went on to become the Class 118 or 119 of the Deutsche Bundesbahn. Also why do shunters often bring wagons in the the shunters 'rest area'? They just block themselves and other shunters in? They are DB Class 111 which often top and tail double deck stock, The DB use 15kv ac the ex BR Class 86 are 25kv and are not passed to work in Germany. I think you are correct about the lok, although the webcam image has slightly different headlight arrangement. Maybe it is some derivative of the one you posted?
