I withdraw that and stand very much corrected... I've just bought a copy of a book by The Times, 'Mapping of the Railways', and in there there is a short section on Scottish light railways. As part of that there's a map showing proposed lines from a Parliamentary Committee investigation into Scottish Rural Transport in 1919. Part of this shows a line from Lamlahs around the south of Arran to Blackwaterfoot. One of the bits of the C&M book is about proposals to get a railway into the far reaches of Argyll & Kintyre, one of the ideas was for a GSWR proposal that involved putting whole narrow gauge trains onto ferries and then running them on land when they arrived, this is probably part of that proposal, the others were standard gauge NB backed to opposite Inveraray then a ferry across loch fyne- and a CR propsal to from Dalmally southwards.
