James
Whenever anyone questions the level of ballasting on your layout, show them this: That looks recently laid which could mean it's been over ballasted to allow for lifting during tamping. Not quite to the same degree but still showing excessive ballasting during ongoing work. Whilst in the US recently I saw a whole siding done the same. That could be to allow road vehicles or similar to drive over the line - we used to do that at Scunthorpe as it was much cheaper than a proper concret apron!
