This from your photo is the symbol I'm curious about.

Is it something about not clamping the point section by the rail? 

That would be my interpretation, but I'm only guessing.  I'm assuming when they need to be lifted off the wagon, it is the sleepers that need to be lifted rather than the rail as the weight of concrete sleepers would probably break the clips if the rails alone were grabbed.

I can see a logic in that.  So, the "no retarders sign is international (UIC?) for if the equipment ever gets used abroad but having it in words is for people here who aren't familiar with the symbol.  I've not seen it before so is it fairly new? . Presumably the 500m vertical radius limit is also a pretty strong no no for hump yards. There can't be too many of those around anyway with far less wagon load freight.

the ews 'eurosheds' have the no retarder symbols on them too, as did the internationally registered fastline coal hoppers and that was 7 years ago, i think anything new and internationally registered has it on to be honest
