It also mentions the electrical circuit affected was inside a "guérite de cantonnement" - presumably some kind of hut/cabin with the wiring/equipment inside? Also says they're checking all the others across France (some 10,000 of them) in short order. In this case, a location cabinet, I suspect. When CTRL2 was being commissioned, some signalling technicians opened a recently-installation location cabinet, and had a rat jump out at them...
