Transport Miniatures also produce a range of figures with separate arms for a variety of poses. Take a look through those ranges, & you should find something suitable. I think these are all from the Monty's range: Two demoted station masters: This one is a guard, I think (he seems to be holding a flag) This fellow is a crossing keeper, I believe.
