    From memory they are used for line handling when positioning cargo for float on / float off. They also provide visual indication of where the stern is when submerged. IIRC some designs had the option to move them to accommodate differing cargoes.

    Looks like they're bound for the Tren Maya project - which, in accordance with Alexi Sayle's predictions above, the Zapatistas have come out in opposition to. According to the WaPo, this also has lead to some archaeological surveys/digs before the construction teams commence make Time Team look positively lethargic.
