A new law was introduced recently (last couple of years, I think) requiring anyone standing for any political role to have an inside toilet before they can stand for office. There is a huge cultural problem in India with people's experience of the western type of toilet, they can be filthy and so are regarded by many Indian people as being less sanitary than their current arrangements.
Less than 50% of homes have any form of toilet. It is a major source of embarrassment for the country as well as the health and personal safety issues (eg females being attacked in fields).
Off high horse now, my wife and I have been supporting Indian charities for some years, and have visited a refuge for elderly leprosy sufferers in West Bengal.
