It is rigged. Start at the white sign on the left of the image, the line passes in front of that and goes back to the ship
The sheave (?) for the lifting system is just above the red W of the text

Not knowing which way is Up or Down, I took that to refer to the mirror
The cabin can see the signal the other side of the bridge as it is, so the signalman can see the arm and the backlight. It would have to have been significantly taller to see over the bridge

If I were building one, I'd probably cut out the windows and mount them on another layer of card behind the cutouts. Windows aren't often flush with the wall. There are other details where you could do the same
